Porvoos participatory budgeting 2026: Young people as the target group

What service or thing would you like to see for the joy and benefit of Porvoo residents? This year, the target group is young people living in Porvoo.

A budget of 50,000 euros has been reserved for the 2026 participatory budgeting projects. The budget can be divided among multiple ideas.

Participatory budgeting means that residents are closely involved in planning and deciding on matters related to the economy and resources and developing city services together.

Stages of participatory budgeting

1. Propose an idea 2–22 February 2026

Ideas will be collected from 2 to 22 February, and all Porvoo residents may submit ideas, but the ideas must be aimed at young people aged 13–18. Young people in particular are encouraged to participate actively in the ideation process.

Young people can submit ideas in three different ways:

  • through the electronic system available on the city’s website (ePorvoo)
  • in workshops organized by the city’s youth services
  • during ideation sessions held in schools.

To proceed to the voting phase, ideas must meet all evaluation criteria and additionally, be aimed at young people aged 13–18.

The name of the person submitting the idea will not be published with the idea. Contact information can be provided so that the evaluation team can request additional information if needed.

The ideation phase of the participatory budgeting process has ended. A total of 147 ideas were submitted. Thank you for your active participation!

2. Evaluation stage 3-27 March 2026

After the ideation phase, experts from different sectors of the city and young people will evaluate the ideas together.

The evaluation team will review all proposed ideas. Ideas will be combined and refined for the final vote. A preliminary cost estimate and possible implementation schedule will be calculated for the ideas. Ideas that do not meet all evaluation criteria will be eliminated at this stage.

At this stage, ideas that did not meet the evaluation criteria were excluded, for example because they were not within the city’s jurisdiction. Due to the large number of similar proposals, several ideas were also merged. In the end, 21 ideas advance to the voting phase.
